National Security Council Coordinator for Strategic Communications John Kirby downplayed polling showing most Americans oppose Congress providing additional funding to support Ukraine in its war with Russia . The comment comes as the Biden administration is working on a supplemental funding request for Ukraine that will likely be ready for Congress to consider by this fall .
